There seems to be some misapprehension as to this.

The commission of 1% that we receive for executing

indents has never been intended to cover technical

advice. We do of course frequently give technical

advice on smaller matters connected with indents.Anything

beyond this, as for instance questions of design or the

preparation of drawings, has either to be referred to

consulting engineers outside or to our own engineering

draughtsman. In either case the cost of the reference

is payable by the Colony.

5. The Secretary of State may think it well in

replying to the Governor's despatch, to make this

clear to him and so avoid misunderstanding.
